VF example of the 1897 QV Jubilee 3c bright rose Plate Proof on india paper, mounted on card, in upper sheet-margin block of four, with full "OTTAWA - No. 2" inscription in selvedge. There is a vertical crease between the stamps, from when these sheets were stored before auctioned in the 1990 American Bank Note Company archive sale, this the only way to get this inscription block is with vertical crease. The basic catalogue value for 4x singles is $200.00, with Unitrade noting that inscription blocks (on regular stamps) are "scarce". Estimate =
