The rare and unissued 52c and 90c value 1994 Xmas proposed and rejected rate changes, both VF MNH. Fewer than 1,000 examples of the 90c stamp exist. The Post Office intended to increase the postal rates from 50c and 88c but changed their minds at the last minute. Somehow a few of these stamps made it onto the market. Oops!
