Vibrantly fresh and Fine mint 4 LH/4 NH "OTTAWA - NO . 6" upper shheet margin inscription block of eight of the 1899 issue "2 CENTS" provisional surcharge on 3c carmine QV "Leaf". Rich original colour. Note a progressive shift of the "2 CENTS" overprint.
