The rare and unissued 90c value 1994 Xmas proposed and rejected rate change, VF MNH. Fewer than 1,000 examples of the 90c stamp exist. The Post Office intended to increase the postal rates from 88c but changed their minds at the last minute. Somehow a few of these stamps made it onto the market. Oops! A famous modern "administrative" error. Issued 88c value included for comparison. 2019 Unitrade.
