MATCHED SET. All four corner positions of VF mint NH inscription blocks of four of the 1989 issue 38c Regiments commemorative. Most inscription blocks were quickly withdrawn due to problematic and incredibly poor printing quality. Eventually, only one inscription block was allowed per customer and only through mail order from the National Philatelic Centre.
